The challenge

Educational governance across Phang Nga Province spans multiple independent jurisdictions, including primary and secondary educational service areas, vocational colleges, private schools, and local municipal authorities. Disconnected administrative data hindered provincial education committees and executive leadership from maintaining a cohesive spatial overview for strategic milestone tracking, resource allocation, and at-risk student monitoring across mainland and island schools.

The solution

INTECH partnered with the Phang Nga Provincial Education Office to engineer the PEO MIS web platform. The system unifies institutional data across all districts and school jurisdictions into a single relational architecture. Featuring district-by-district executive analytics, strategic project milestones, and asynchronous AJAX filtering, the platform empowers leadership to make informed policy and resource decisions rapidly.

Scope of work

  • Unified provincial education repository covering educational institutions across all 8 districts of Phang Nga
  • Multi-jurisdiction categorization filtering schools across primary, secondary, vocational, private, and municipal divisions
  • Executive analytics dashboard tracking student enrollments, teacher-to-classroom ratios, and island school demographics
  • Provincial strategic project monitoring system tracking milestone completion and budget utilization against provincial KPIs
  • Asynchronous AJAX search and dynamic directory filtering delivering instant results with zero page reloads
  • Official document repository and administrative announcement archive for committee resolutions and regulations
  • Granular role-based access control (Central Administrators, Strategic Planners, Institutional Officers)

Behind the build

Regional Context & Governance at Phang Nga PEO

The Phang Nga Provincial Education Office (PEO Phang Nga), operating under the Office of the Permanent Secretary of the Ministry of Education, is charged with coordinating provincial educational development, driving national educational policies, and aligning regional resources to local geographical realities. Phang Nga Province presents unique geographic dynamics—encompassing urban centers, agricultural communities, coastal settlements, and remote island schools (such as Koh Panyee, Koh Yao, and Koh Phra Thong).

In practice, educational institutions within the province operate under distinct supervisory authorities:

  • Primary Educational Service Area Office (PESAO Phang Nga)
  • Secondary Educational Service Area Office (SESAO Phang Nga, Phuket, Ranong)
  • Vocational Education Commission institutes
  • Office of the Private Education Commission schools
  • Department of Learning Encouragement (DOLE) centers
  • Border Patrol Police schools
  • Local government organization (municipality and provincial administrative organization) schools

This jurisdictional diversity historically created institutional fragmentation:

  1. Information Silos: Each educational jurisdiction maintained independent databases. When provincial committees or the provincial governor required aggregate statistics—such as total school-age demographics, teacher distribution, or small-school status—officers had to reconcile spreadsheets manually across departments.
  2. Delayed Strategic Oversight: Monitoring annual provincial education development plans relied on periodic static reports, obscuring implementation bottlenecks and budget delays until fiscal year close.
  3. Barriers to At-Risk Student Tracking: Geographical isolation made identifying vulnerable student populations across island schools complex without unified records.

To address these challenges, the Phang Nga Provincial Education Office engaged INTECH to design and build the Phang Nga Provincial Education Office Information System (PEO MIS).

Key Architectural Modules & Capabilities

The platform provides a centralized operational hub for provincial executives, committee members, and administrative officers:

  • Provincial Institutional Directory: Centralizes records for all schools across Phang Nga’s eight districts, detailing geographical coordinates, administrator contacts, grade levels, and jurisdictional affiliations.
  • Executive Analytics Dashboard: Summarizes enrollment figures, teaching personnel counts, and student-to-teacher ratios through responsive cards and clear visual metrics, allowing rapid identification of resource disparities.
  • Strategic Project Monitoring: Officers log milestone updates and expenditure progress against formal provincial educational objectives (KPIs), highlighting implementation impediments for immediate leadership intervention.
  • Administrative Document Archive: Houses official circulars, Ministry regulations, and provincial committee resolutions, providing searchable access for educators and the public.

Technical Architecture & Clean Code (PHP, MySQL & AJAX)

Public sector platforms demand exceptional stability, straightforward deployment, and robust security standards across standard institutional hosting environments:

1. Backend Service: PHP & MySQL Clean Architecture

  • MVC Structural Integrity: Code is rigorously partitioned across:
    • Models: Interfacing with MySQL using PDO prepared statements to guarantee complete immunity against SQL injection vulnerabilities.
    • Controllers: Validating incoming requests, enforcing role-based permissions, and coordinating business rules.
    • Views: Rendering accessible, standards-compliant Semantic HTML5 templates.
  • Enterprise Data Security: Implements parameterized queries, strict output encoding to prevent Cross-Site Scripting (XSS), and secure session regeneration mechanisms preventing session fixation attacks.
  • Role-Based Access Control (RBAC): Restricts data administration across distinct user tiers: Central Office Administrators, Strategy Officers, and Public Users.

2. Frontend & Asynchronous AJAX Engine

  • High-Performance AJAX Filtering: District filtering, jurisdictional switches, and search queries execute asynchronously via JavaScript Fetch/AJAX. Only updated DOM fragments re-render, reducing network bandwidth while providing instant feedback.
  • Responsive Architecture: Styled with lightweight CSS, ensuring fluid responsiveness across office workstations, notebooks, and mobile tablets used during field visits.

Outcomes

  • Consolidated disparate educational records across all provincial school divisions into an authoritative single source
  • Accelerated strategic policy analysis and decision-making for provincial education committees and executive leadership
  • Eliminated duplicate annual reporting friction between local institutions and provincial administrative offices
  • Strengthened public accountability and progress monitoring for provincial educational development strategies
